Quick Summary

The Department of State (DOS), Bureau of Consular Affairs (CA), Office of Consular Systems and Technology (CA/CST) has released a Solicitation (19AQMM24R0113) for Next Generation (NextGen) Passport Personalization Printers Support. This opportunity seeks a contractor to provide and support specialized printers crucial for enhancing the security, durability, and quality of U.S. passport books. The contract will be a single-award Indefinite-Delivery, Indefinite-Quantity (IDIQ). Proposals are due June 22, 2026, at 1:00 p.m. EST.

Scope of Work

The contractor will provide comprehensive program management, consumable materials, and on-site maintenance and support for NextGen Passport Personalization Printers at 29 domestic Passport Agencies, Centers, and Support Sites. Key requirements include supplying both High-Capacity (300+ books/hour) and Low-Capacity (100+ books/hour) printers capable of laser engraving on polycarbonate data pages, color printing, embedded chip personalization (ICAO Document 9303 compliant), and inline automated quality inspection. Printers must integrate with existing DOS systems (TDIS). Optional services include installation, integration, training, and relocation.

Contract Details

This single-award IDIQ contract will issue Delivery/Task orders as Firm Fixed Price (FFP) or Time and Material (T&M), potentially hybrid. The anticipated duration is a base year plus four option years. The contract includes maximum quantities of 15 high-capacity and 10 low-capacity printers. While there is no set-aside, the solicitation outlines specific subcontracting goals for large prime offerors, including 38% for Small Businesses, 5% for Small Disadvantaged Businesses, 5% for Small Woman-Owned Businesses, 3% for HUBZone Small Businesses, and 3% for Service-Disabled Veteran-Owned Small Businesses. Small business prime offerors are exempt from these subcontracting plan requirements.

Security & Compliance

Stringent security requirements mandate a TOP SECRET facility clearance for the prime contractor and personnel clearances (TOP SECRET, SECRET, or Moderate Risk Public Trust - MRPT). The DOS will sponsor the facility clearance if needed. Contractors must comply with HSPD-12, NIST SP800-53, and the National Industrial Security Program Operating Manual. Cybersecurity Supply Chain Risk Management (C-SCRM) is critical, requiring contractors to identify, assess, and mitigate risks, including providing Software Bills of Materials (SBOMs) and vulnerability reporting. Completion of a C-SCRM Questionnaire and Software Producer Attestation Form is mandatory.

Evaluation Criteria

Proposals will be evaluated based on four factors: Technical (most important), Past Performance, C-SCRM (Go/No-Go), and Price. Technical and Past Performance combined are significantly more important than Price. The page limit for the Technical Proposal has been increased to 70 pages.
