Scope of Work
The contractor will provide comprehensive program management, consumable materials, and on-site maintenance and support for NextGen Passport Personalization Printers at 29 domestic Passport Agencies, Centers, and Support Sites. Key requirements include supplying both High-Capacity (300+ books/hour) and Low-Capacity (100+ books/hour) printers capable of laser engraving on polycarbonate data pages, color printing, embedded chip personalization (ICAO Document 9303 compliant), and inline automated quality inspection. Printers must integrate with existing DOS systems (TDIS). Optional services include installation, integration, training, and relocation.
Contract Details
This single-award IDIQ contract will issue Delivery/Task orders as Firm Fixed Price (FFP) or Time and Material (T&M), potentially hybrid. The anticipated duration is a base year plus four option years. The contract includes maximum quantities of 15 high-capacity and 10 low-capacity printers. While there is no set-aside, the solicitation outlines specific subcontracting goals for large prime offerors, including 38% for Small Businesses, 5% for Small Disadvantaged Businesses, 5% for Small Woman-Owned Businesses, 3% for HUBZone Small Businesses, and 3% for Service-Disabled Veteran-Owned Small Businesses.
