Scope of Work
The contractor will provide comprehensive support for NextGen Passport Personalization Printers, including both High-Capacity (300+ books/hour) and Low-Capacity (100+ books/hour) models. Key services encompass program management, supply of consumable materials, on-site maintenance and support, optional installation, integration, training, enhancement software development, relocation services, and transition support. Printers must support laser engraving on polycarbonate data pages, color printing on endorsement pages, embedded chip personalization (ICAO Document 9303 compliant), and inline automated quality inspection. Performance standards include strict uptime requirements and adherence to ICAO standards for print quality and security.
Contract Details
This is a single-award IDIQ contract, with Delivery/Task Orders issued as Firm Fixed Price (FFP) or Time and Material (T&M), potentially hybrid. The contract includes a 12-month base period and four 12-month option periods. Maximum quantities are set at 15 high-capacity and 10 low-capacity printers. The place of performance includes all Consular Affairs Domestic Operational Facilities, such as 29 domestic Passport Agencies, Passport Centers, and non-production environment sites. While no specific set-aside is designated, the solicitation includes subcontracting goals for small businesses (38%), small disadvantaged businesses (5%), women-owned small businesses (5%), HUBZone small businesses (3%), and service-disabled veteran-owned small businesses (3%).
Security & Compliance

The Prime Contractor must possess a TOP SECRET facility clearance, and personnel require SECRET or TOP SECRET clearances, or a Moderate Risk Public Trust (MRPT) determination. Technical and Past Performance combined are significantly more important than Price. The page limit for the Technical Proposal (Section L.3 Volume I) has been increased to 70 pages. Small business prime offerors are exempt from submitting a subcontracting plan.
