Submission & Evaluation
Award will be made to the eligible, responsible offeror with the lowest price technically acceptable quote. Technical acceptability requires:
- Submission of the source for HR-1 powder.
- A written explanation demonstrating relevance of past work in scope, magnitude, and complexity.
- Consideration of past performance information in the Supplier Performance Risk System (SPRS); negative SPRS information may render a quote technically unacceptable.
- Quotes must include price (inclusive of shipping), payment terms, delivery terms, Offeror Point of Contact, CAGE Code, and SAM UEI.
- Quotes must have a validity date of no less than 60 days from the due date.
- Registration with the System for Award Management (SAM) is required prior to award.
Accessing Drawings & Key Dates
Drawings are Distribution D and Export Controlled, requiring a valid Joint Certification Program (JCP) certification for access. Requests for drawings must be made by the company’s certified JCP custodian to danielle.n.hamilton4.civ@us.navy.mil, including specific company details. Additionally, offerors must have a NIST SP 800-171 DoD Assessment (not more than three years old) posted in SPRS to be eligible for drawings.
