Scope of Work
The contractor will provide non-personal professional support services, including a wide range of positions such as Administrative Assistants, various Engineers (Acoustical, Civil, Electrical, Fire Protection, Geotechnical, Mechanical), Architects, Business Analysts, CAD/BIM Managers, Construction Schedulers, Cost Engineers, GIS Analysts, Instructional Design Project Managers, Interior Designers, Landscape Architects, Motion Graphics Designers, Planners, Program Analysts, Project Risk Analysts, SharePoint & Power Platform Developers, and Strategic Planners. The contractor is responsible for oversight, management, and administration of all staff.
Contract & Timeline
- Contract Type: Firm-Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ).
- Period of Performance: A base year (April 17, 2027 - April 16, 2028) plus four one-year option periods, for a total potential duration ending April 16, 2032.
- Estimated Value: Government minimum of $10,000.00 and maximum of $100,000,000.00. Individual task orders will range from $10,000.00 to $20,000,000.00.

Submission & Evaluation
Proposals must be submitted via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module. Offerors must register and obtain appropriate roles in PIEE (Attachment E provides instructions). Pre-proposal inquiries must be submitted via ProjNet (bidder inquiry key 2PWERZ-7FTST5) at least ten calendar days prior to the closing date (Attachment F provides a guide).
Evaluation will be based on Price, Corporate Experience, Safety, and Past Performance. Technical factors (Corporate Experience and Safety) are of equal importance to each other and, when combined, are equal in importance to Past Performance. The combined non-price factors are approximately equal to price. Award will be made to the responsible offeror representing the best value. Required attachments include the Price Schedule (Attachment A), Corporate Experience Data Sheet (Attachment B), and Past Performance Questionnaire (Attachment C) if CPARS is unavailable.
Place of Performance
Primary work sites are Portsmouth, VA, and Kittery, ME, within the NAVFAC Atlantic AOR. Remote work or other locations may also be required.
