Submission & Evaluation

  • Evaluation Factors (IDIQ): Best Value Trade-off, considering:
    • Factor 1: Technical (Corporate Experience): Most important. Must demonstrate multi-state capabilities (e.g., $200M in claims paid or 9+ states covered), program management, and IT integration. Experience from parent/subsidiary/affiliate may be considered.
    • Factor 2: Veteran Involvement/Subcontracting Plan: More important than Price. Large businesses must submit a Small Business Subcontracting Plan (15-page limit). Goals based on subcontracted dollars (excluding supplies).
    • Factor 3: Price: Least important. Pricing for TOPRs must use updated Attachment 3 (v6 for East, v5 for West) price schedules. No price realism analysis will be conducted.
  • Liquidated Damages: $50.00 per affected individual for data breach costs.

Key Requirements

Contractors will be subject to an Incentive/Disincentive Plan (IDP) tied to performance objectives, including VA-Provided Ticketing Tool (Adverse Credit Reporting) and Value-Based Purchasing Network Coverage.
