Quick Summary
The Department of the Air Force (HAF/A2) is soliciting proposals for Publicly Available Information (PAI) Alerting Services for Department of War (DoW) Enterprise Licensing. This unrestricted opportunity seeks a commercially available solution to provide near real-time alerts from diverse PAI sources. Proposals are due April 27, 2026, at 2:00 PM ET.
Purpose & Scope of Work
HAF/A2 seeks a commercially-available enterprise license subscription for a PAI alerting solution. The objective is to enhance the Department of the Air Force's ability to assess, evaluate, and alert on publicly available information for situational awareness, force protection, indications and warnings, and emergency operations. The solution must leverage diverse PAI sources, detect emerging events in near real-time, and push alerts to users via email, API, web-based application, and mobile platforms. It must be scalable to a DoW enterprise capability, comply with the Privacy Act, IC CAI Policy Framework, DoDD 3115.18, and NIST SP 800-171. Key tasks include enterprise license management, delivery method support, 24/7 help desk services, and comprehensive training.
Contract Details
This is a Firm Fixed Price (FFP) contract. The period of performance includes a base period from August 6, 2026, to May 4, 2027, followed by four option periods extending through May 4, 2031. A potential 6-month extension is also included under FAR 52.217-8. The NAICS code is 541511 (Information Technology Professional Services) with a $34 million size standard, and the PSC is 7A21. The total contract value is capped at $321 million, with proposals exceeding this amount considered unaffordable.
Submission & Evaluation
Proposals are due electronically via email to the Contracting Officer and Contract Specialist by April 27, 2026, at 2:00 PM ET. Large files or CUI documents must be submitted via DODSAFE. This is a best-value source selection, where technical factors are significantly more important than price. Evaluation will cover three volumes: Administrative, Technical (including a technical solution narrative, a 72-hour live area/topic specific demonstration via .csv submission, and a 60-minute product demonstration/oral presentation), and Price. Offerors must be registered in SAM.gov.
Amendments
Amendment 3 (April 14, 2026) delays a 72-hour monitoring period specified in Attachment 2, with rescheduling to be addressed in a future amendment. Amendment 2 (April 7, 2026) corrected CLIN descriptions in Attachment 4, a spelling error in Attachment 4, and a duplicate step numbering in Attachment 2. It also updated Attachments 2 and 4. Amendment 1 (April 6, 2026) uploaded a non-protected version of Attachment 3.
