Alerts must be distributable via email, API, web-based application, and mobile platforms, scaling to support approximately 3.41 million personnel with an initial 200,000 provisioned users.

Submission & Evaluation

This is a full and open competitive source selection using a best-value tradeoff approach, where technical factors are significantly more important than price. Proposals must be submitted electronically via email to the Contracting Officer (CO) and Contract Specialist (CS).

  • Proposal Volumes: Administrative, Technical, and Price.
  • Technical Demonstration: Includes a 72-hour .csv submission for specific topics/regions (scheduled April 23, 2026, 12:00 AM ET to April 25, 2026, 11:59 PM ET) and a 60-minute live product demonstration/oral presentation using the actual production environment with live, unscripted data. Foreign nationals require specific PII for base access for in-person demonstrations.
