Tradeoff Application: A best-value tradeoff will be performed. Higher technical merit and superior past performance may justify selecting a higher-priced Offeror.

Final Selection Rule: If offers are essentially equal, the Government may consider past performance confidence, technical approach rating, and then price.

Offerors must include: Completed pricing template, labor-category-to-task-area staffing matrix, sample status report/dashboard, transition-in plan, Key Personnel resumes/descriptions, up to three past performance references/CPARS, organization chart, quality assurance plan, OCI disclosure (if applicable), and Section 508 approach (if applicable). Failure to provide may render the quote ineligible.
