Quick Summary
The Department of the Air Force is seeking Architect-Engineer (A-E) Qualifications (SF 330s) for Large A&E Services at Ellsworth AFB, SD. This is a presolicitation for up to four Unrestricted Full and Open Indefinite Delivery-Indefinite Quantity (IDIQ) contracts, each with a maximum capacity of $5,000,000 over ten years. SF 330 submissions are due May 4, 2026, at 1:00 PM MDT.
Purpose & Context
This notice is for the submission of SF 330 Architect-Engineer Qualification packages only, not a request for proposal. It represents a renewal of incumbent A-E contracts (FA469021D0002 and FA469021D0003). The procurement follows the Brooks Act (FAR Subpart 36.6), selecting firms based on demonstrated competence and qualifications.
Scope of Work
Services include design of construction projects, general and environmental studies, and Title I and Title II inspection services. This encompasses architectural, interior design, landscape architecture, structural, civil, geotechnical, mechanical, electrical, environmental, and other engineering disciplines. Specific tasks involve programming, comprehensive planning, facility design (new, renovation, repair), infrastructure, utilities, corrosion control, and environmental restoration (e.g., HAZMAT abatement, wetlands restoration). Firms must be familiar with Ellsworth AFB's facility design, anti-terrorism, and CAD standards. Projects may require very short performance timelines for emergencies or mission-critical situations.
