Submission & Evaluation

This procurement uses a Two-Step Sealed Bidding process.

  • Step One (Technical Proposal): Bidders must submit technical proposals without pricing. Evaluation will focus on Capability and Management and Schedule and Planning. Proposals must achieve an "Acceptable" rating in all subfactors to proceed. The government may allow correction of minor deficiencies, but major revisions will lead to elimination.
