Purpose & Scope
The primary objective is to provide state-of-the-art SOE and CBRNE equipment, along with comprehensive global logistics support services. This includes items such as thermal imagery, night vision, nonintrusive inspection systems, autonomous reconnaissance, and related auxiliary items. The support aims to prevent the spread of weapons of mass destruction (WMD) and enhance security at vulnerable sites worldwide. Key services involve supplier risk management, logistics management, delivery timeliness, cargo movement, transportation efficiency, project reporting, technical advice, and facilitating international shipments including export control and customs. Contractors will also maintain a Pre-Qualified Equipment Catalog.
Contract Details & Requirements
This is an Unrestricted solicitation for a multiple-award BPA, with an intent to award up to three offerors. The BPA will have a one-year base period and four one-year option periods. Individual call orders may not exceed three years. Key personnel (Program Manager, Deputy Project/Logistics Manager, WMD SME) must possess a Top Secret (TS) personnel security clearance at the time of BPA award, with TS clearance specifically required prior to TS Call Order issuance/performance. Evaluation for BPA award will be made to Secret (S) cleared offerors. A facility security clearance at TOP SECRET is also required. A subcontracting plan is required for large businesses.
Evaluation Factors
Award will be based on an integrated assessment of four factors: Technical Understanding of the Overall Requirement, Technical & Management Approach to Sample Call Order, Relevant Past Performance, and Price. Non-price factors are significantly more important than price. Offerors must not include assumptions or exceptions in their technical proposals.

Amendments & Clarifications
Two amendments have been issued. Amendment 0002 clarified that TS personnel clearance is required prior to TS Call Order issuance/performance, and that not all Call Orders are at the TS level, with BPA award evaluation made to S cleared offerors. It also removed the allowance for assumptions and exceptions in proposals. Amendment 0001 provided responses to solicitation questions and revised proposal preparation sections. The DD Form 254, outlining stringent security requirements, was added on April 27, 2026.
