This is an Unrestricted / Full and Open Competition solicitation for a BPA with an estimated total value of $75,000,000.00 over a one-year base period and four one-year option periods. Call orders may be Firm-Fixed Price (FFP), Labor Hour (LH), or Cost Reimbursement (COST). The primary Product/Service Code is 5865 (Electronic Countermeasures, Counter Countermeasures And Quick Reaction Capability Equipment).

Scope of Work

Contractors will provide state-of-the-art SOE and CBRNE equipment, including thermal imagery, night vision, nonintrusive inspection systems, autonomous reconnaissance (e.g., small unmanned aerial systems), TSA-approved baggage scanners, and related auxiliary items. The scope also encompasses comprehensive global logistics support, such as supplier risk management, delivery timeliness, labor availability, cargo movement, transportation efficiency, export control, and customs coordination. Additional responsibilities include project management, reporting, technical advice, and maintaining a Pre-Qualified Equipment Catalog. Equipment procurement will follow an adaptive, risk-calibrated technical review process with Critical, Urgent, Expedited, and Standard urgency tiers.

Security Requirements

This opportunity has stringent security requirements. A TOP SECRET facility security clearance is required. Key personnel, including the Program Manager, Deputy Project/Logistics Manager, and WMD SME, must possess a TOP SECRET personnel security clearance prior to contract performance and be eligible for Sensitive Compartmented Information (SCI) access at Department of State facilities. No sponsorship for facility clearance upgrades will be provided.

Submission & Evaluation

Proposals are due June 01, 2026, at 11:00 AM EST. Evaluation will consider Technical Understanding of the Overall Requirement, Technical & Management Approach to a Sample Call Order, Relevant Past Performance, and Price, with non-price factors being significantly more important. Offerors must submit two electronic volumes: Technical and Price Proposals, adhering to revised Section L requirements from Amendment 0001. A subcontracting plan is required for large businesses (NAICS 334519), and authorized distributor letters are needed for all manufacturers. Bidders must price a sample call order for CBRNE equipment and logistics to Uzbekistan; alternative items are not allowed for specific items in this sample. The government intends to award up to three BPAs.
