Opportunity Overview
This solicitation (19AQMM26R0156) is for Specialized Operational Equipment (SOE) and Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNE) Equipment. The scope includes, but is not limited to, thermal imagery, night vision, nonintrusive inspection systems, TSA approved baggage scanners, autonomous reconnaissance (e.g., small unmanned aerial systems), surveillance, and auxiliary items like SOE parts, CBRNE detection equipment, and Personal Protective Equipment (PPE). The government reserves the right to update the equipment list to manage obsolescence and evolving mission requirements.
Contract Details
This is an Unrestricted (Full and Open Competition) Blanket Purchase Agreement (BPA) with an estimated total value of $75,000,000.00. The BPA will consist of a one-year base period and four (4) one-year option periods. BPA Call Orders can be issued on a Firm-Fixed Price (FFP), Labor Hour (LH), or Cost Reimbursement (COST) basis. Individual call orders may not exceed three years, inclusive of options, and cannot extend more than twelve months after the Basic Contract expiration. The NAICS code for this acquisition is 334519 - Other Measuring and Controlling Device Manufacturing.
Key Requirements & Security
A Top Secret (TS) facility clearance is required. Key personnel, including the Program Manager, Deputy Project/Logistics Manager, and WMD SME, must possess a TS personnel clearance. While evaluation for BPA award will be made to S-cleared offerors, TS personnel clearance is required prior to TS Call Order issuance/performance, as not all Call Orders are at the TS level. Access to Sensitive Compartmented Information (SCI) will be at Department of State facilities only, and the government will not sponsor FCL upgrades.
Submission & Evaluation
Proposals are due June 10, 2026, at 11:00 AM EST. Offerors must submit two electronic volumes: a Technical Proposal and a Price Proposal. Evaluation will be based on Technical Understanding of the Overall Requirement, Technical & Management Approach to a Sample Call Order, Relevant Past Performance, and Price. Non-price factors are significantly more important than price. Offerors must provide a Unique Entity Identifier (UEI) and authorized distributor letters for all manufacturers. A subcontracting plan is required for large businesses.
