Application Requirements
Interested contractors must submit a single PDF application using Attachment 4 - Application. Key requirements include:
- Active registration in SAM.gov.
- A cover letter utilizing the template in Attachment 4.
- Three Past Performance Questionnaires (PPQs) detailing multi-disciplinary construction projects completed within the last three years, preferably with DoD or other federal agencies, and on military bases within the last five years. CPARS or other performance reports may be submitted as supporting documentation.
- A letter demonstrating bonding capability, specifying both single and aggregate bonding amounts. Bonding will be required for task orders exceeding $150,000.
- For Pool 2 (Major Construction) applicants, submission of the SF-330 Architect-Engineer Qualifications form (Attachment 7) is mandatory, with separate Section E for Architectural, Civil, Mechanical, and Electrical disciplines.
Evaluation Factors
Applications will be evaluated based on four equally important factors: Compliance Review/SAM Registration, Past Performance, Bonding Capacity, and Architect/Engineer Qualifications (for Pool 2).
