Quick Summary

The General Services Administration (GSA) Assisted Acquisition Services (AAS) has issued RFP 47QFSA26R0004 for MV-22 Maintenance Support for the U.S. Marine Corps 2D Marine Aircraft Wing (MAW). This 8(a) Competitive Set-Aside opportunity seeks Organizational Level (O-Level) and Intermediate Level (I-Level) maintenance services for six Tactical Aircraft (TACAIR) Squadrons of MAG 26 at Marine Corps Air Station (MCAS) New River, North Carolina. Proposals are due May 27, 2026, at 11:00 AM EST.

Scope of Work

The contractor will provide comprehensive MV-22 maintenance, including scheduled and unscheduled tasks such as documentation, troubleshooting, inspections, corrosion prevention, servicing, adjusting, and component removal/replacement. Work must adhere to Commander Naval Air Forces Instruction 4790 (NAMP), MV-22 maintenance manuals, Marine Corps Order (MCO) 8023.3B, Technical Directives (TDs), and Squadron Standard Operating Procedures (SOPs). Key personnel require specific qualifications, including SECRET clearance for electrical/avionics mechanics and MATMEP Level III/T&R Level 3000 for MV-22. Ordnance handling and rescue of stranded aircraft beyond a 50-mile radius are explicitly excluded.

Contract Details

  • Contract Type: Combination Firm-Fixed-Price (FFP) and Time-and-Materials (T&M) with Not-to-Exceed (NTE) CLINs.
  • Period of Performance: One base year with four one-year option periods.
  • Set-Aside: 8(a) Competitive Set-Aside.
  • NAICS: 488190 (Other Support Activities for Air Transportation).
  • PSC: J015 (Maintenance, Repair, and Rebuilding of Equipment – Aircraft and Airframe Structural Components).
  • Required Certification: Cybersecurity Maturity Model Certification (CMMC) Level 1 is required pre-award.

Deliverables

Key deliverables include a Project Kick-Off Meeting Agenda/Minutes, Monthly Status Reports (due 3rd Duty Day of each month), Monthly Technical Status Meetings, Project Management Plan (PMP), Quality Management Plan (QMP), Transition-In/Out Plans, and a Workforce Contingency Plan. Contractor Ground Operating Procedures (GOPs) are also required.

Submission & Evaluation

Proposals will be evaluated on three technical factors: Key Personnel and Project Staffing, Technical Approach, and Corporate Experience. These technical factors combined are more important than price. A critical pass/fail element is the CMMC Level 1 certification. Corporate experience for "Similar Size" is defined as augmenting performance for an organization with an inventory of approximately 100 aircraft, of which typically 60 are undergoing scheduled/unscheduled contractor maintenance support. Proposals must be submitted via Encrypted Email only. All electronic submissions must be Section 508 compliant.
