Scope of Work
The requirement encompasses thirty-one (31) Task Group Instructions (TGIs) focusing on various ship repair, overhaul, preservation, and replacement tasks, primarily for tanks onboard the vessel. The scope also includes establishing contractor capability for testing, quality assurance, technical documentation, and administrative/technical requirements such as schedule and staffing plans, coordination, quality management, safety, environmental management, material, equipment, temporary services, and transportation. A Growth CLIN (0002) will accommodate anticipated growth works, set at 9.45% of the total proposed cost for CLIN 0001.

Eligibility & Set-Aside
- Eligibility: Offerors must possess an active U.S. Navy Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) as a Prime Contractor. Firms without an active MSRA/ABR are ineligible for award. The solicitation is intended only for sources duly authorized to operate and do business in Japan as prescribed by DFARS 252.225-7042.

- Evaluation: Award will be made to the responsible offeror providing the best value. Technical capability is rated Acceptable/Unacceptable, with Past Performance being significantly more important than Price.
