The requirement encompasses thirty-one (31) Task Group Instructions (TGIs) covering various ship repair, overhaul, preservation, and replacement tasks, primarily focusing on the ship's tanks. Specific tasks include:

  • Repair and preservation of uptake spaces, bilges, hatches, doors, and bulkheads.
  • Installation and replacement of components like bonding straps, weather screens, and nonskid systems.
  • Overhaul and repair of gas turbine modules and associated systems.
  • Dewatering of fuel tanks and preservation of vent hoods.
  • Installation and removal of scaffolding to support various repair activities. The contractor is responsible for all labor, subcontractor management, supervision, quality control, materials, and transportation. A Growth CLIN (0002) will be implemented to accommodate anticipated growth work, set at 9.45% of the total proposed cost for CLIN 0001.

Eligibility & Submission

This solicitation is intended only for firms duly authorized to operate and do business in Japan and who possess an active U.S. Navy Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) as a Prime Contractor. Non-MSRA/ABR holders are ineligible for award, and the certification process can take up to a year. There are no socio-economic set-asides. Offerors must request access to the work specification package (Attachment I) via DoD SAFE by sending an email to miwa.takahashi2.ln@us.navy.mil or ai.gillard.ln@us.navy.mil by April 27, 2026, 10:00 AM JST. A Proposal Sheet Generator (Attachment II) is provided for pricing. Questions can be submitted using Attachment IV.

Evaluation

Proposals will be evaluated on Technical (Acceptable/Unacceptable), Past Performance, and Price. Technical proposals must be rated "Acceptable." Past Performance is considered significantly more important than Price. Award will be made to the responsible offeror providing the best value.

Amendments

Two amendments have been issued:

  • Amendment 0001 (April 9, 2026): Adjusted the Growth Work CLIN (0002) percentage to 9.45% and modified Sections L and M.
  • Amendment 0002 (May 4, 2026): Reopened the solicitation, updated the Period of Performance to July 23 - September 29, 2026, and extended the proposal due date to May 12, 2026. It also incorporated received Questions/Answers and updated Wide Area Work Flow Payment Instructions.
