Quick Summary

The U.S. Department of Agriculture (USDA), Forest Service (USFS) has re-opened Solicitation 12569R23Q7000 for an open-season Onboarding period for Heavy Equipment in West Zone Regions 5 and 6. This opportunity supports local, regional, and national fire suppression and all-hazard incidents. This is a 100% Small Business Set-Aside. Vendor quote responses are due by May 8, 2026, at 12:00 PST via the VIPR NextGen application.

Opportunity Details

This amendment re-opens the original solicitation to conduct Onboarding in accordance with Exhibit H – Special Contract Requirements. Onboarding is not a new procurement action but is conducted under the terms of the original solicitation. The original requirement sought Heavy Equipment, including dozers, excavators, tractor plows, and transports, to ensure adequate resources for incident activity.

Onboarding Process

During this open-season Onboarding period, which runs concurrently with the USFS Contracting Officer’s annual I-BPA review, both existing I-BPA awardees and new Offerors can participate. Existing awardees may revise rates, modify resources, or add new resources. New Offerors who meet all eligibility requirements may submit quotes for consideration. All proposed resources must meet the criteria established in the original solicitation.

Key Requirements & Specifications

The original solicitation detailed specific requirements for equipment, including:

  • Equipment Types: Dozers, Excavators, Tractor Plows, and Transports.
  • Specifications: Detailed requirements for horsepower, weight, safety features (ROPS/FOPS/OPS), lighting, radios, and specific blade types.
  • Personnel: Minimum training (RT-130 Annual Fireline Refresher), English speaking proficiency, and work/rest guidelines.
  • Safety: Adherence to safety standards, including heat stress prevention, PPE, and seat belt usage.
  • Environmental: Equipment must be free of noxious weed seeds and adhere to Aquatic and Invasive Species (AIS) prevention guidelines (NWCG PMS 444).

Contract Details

  • Contract Type: Multiple Award Incident Blanket Purchase Agreement (I-BPA).
  • Set-Aside: 100% Small Business Set-Aside.
  • Period of Performance: Original agreements are valid for 2 years from award, with annual review modifications. New awards will be identical in terms and conditions.
  • NAICS: 115310 with a Size Standard of $34,000,000.00.
  • Ordering: Orders are not guaranteed and are placed through the Virtual Incident Procurement (VIPR) Next Gen System.

Submission & Evaluation

Quotes must be submitted through the VIPR NextGen Vendor Application (https://www.fs.usda.gov/business/incident/vendorapp.php?tab=tab_d). New quote submissions must meet all Acceptability Pass/Fail requirements and will be evaluated using the same evaluation factors as the original solicitation: operational acceptability of equipment/resource, price reasonableness, and past performance dependability risk. Dispatch priority will be determined by a combination of factors including price, advantages (e.g., blade type), and socioeconomic status.
