The open-season Onboarding period allows both existing I-BPA awardees to revise rates or add resources, and new Offerors who meet eligibility requirements to submit quotes. Any new I-BPA awards will be identical in terms, conditions, and period of performance to the original agreements, which are valid for two years from the initial award date with annual review modifications. Orders are not guaranteed and are placed through the Virtual Incident Procurement (VIPR) Next Gen System. This acquisition is a 100% Small Business Set-Aside, with specific socioeconomic categories indicated in Block 10 of the SF-1449.
Submission & Evaluation
Quotes must be submitted through the VIPR NextGen application located at https://www.fs.usda.gov/business/incident/vendorapp.php?tab=tab_d. New quote submissions must meet all Acceptability Pass/Fail requirements and will be evaluated using the same factors as the original solicitation: operational acceptability of equipment/resource, price reasonableness, and past performance dependability risk. Dispatch priority will be determined by a combination of price, advantages (e.g., blade type), and socioeconomic status. Vendors must be registered in the System for Award Management (SAM).
