Quick Summary

The U.S. Department of Agriculture (USDA), Forest Service (USFS) has re-opened Solicitation 12569R23Q7000 for an open-season Onboarding period for Heavy Equipment for West Zone Regions 5 and 6. This opportunity is for a Multiple Award Incident Blanket Purchase Agreement (I-BPA), designated as a 100% Small Business Set-Aside. Vendor quote responses are due no later than April 26, 2026, at 18:00 PST.

Purpose & Scope

This solicitation seeks to acquire Heavy Equipment, including dozers, excavators, tractor plows, and transports, to support local, regional, and national fire suppression, all-hazard incidents, and prescribed fire project work. The resulting BPAs may be utilized by multiple State and Federal wildland fire agencies. The Onboarding period allows new Offerors to submit quotes and existing awardees to revise rates, modify, or add resources under the terms of the original solicitation. All proposed resources must meet the criteria established in the original solicitation, including detailed equipment specifications, personnel training (RT-130 Annual Fireline Refresher), safety standards, noxious weed control, and Aquatic and Invasive Species (AIS) prevention.

Contract Details

  • Contract Type: Multiple Award Incident Blanket Purchase Agreement (I-BPA)
  • Period of Performance: Agreements are valid for 2 years from the date of award, with annual review modifications. New I-BPA awards will be identical to original awards in terms, conditions, and period of performance.
  • Set-Aside: 100% Small Business Set-Aside (NAICS 115310, Size Standard $34,000,000.00).
  • Ordering: Orders are not guaranteed and are placed through the Virtual Incident Procurement (VIPR) Next Gen System.

Submission & Evaluation

Quotes must be submitted through the VIPR NextGen application located at https://www.fs.usda.gov/business/incident/vendorapp.php?tab=tab_d. New quote submissions must meet all Acceptability Pass/Fail requirements and will be evaluated using the same factors as the original solicitation: operational acceptability of equipment/resource, price reasonableness, and past performance dependability risk. Dispatch priority will be determined by a combination of factors including price, advantages (e.g., blade type), and socioeconomic status.
