Purpose & Scope

This solicitation seeks to acquire Heavy Equipment, including dozers, excavators, tractor plows, and transports, to support local, regional, and national fire suppression, all-hazard incidents, and prescribed fire project work. The resulting BPAs may be utilized by multiple State and Federal wildland fire agencies. The Onboarding period allows new Offerors to submit quotes and existing awardees to revise rates, modify, or add resources under the terms of the original solicitation. All proposed resources must meet the criteria established in the original solicitation, including detailed equipment specifications, personnel training (RT-130 Annual Fireline Refresher), safety standards, noxious weed control, and Aquatic and Invasive Species (AIS) prevention.

Submission & Evaluation

New quote submissions must meet all Acceptability Pass/Fail requirements and will be evaluated using the same factors as the original solicitation: operational acceptability of equipment/resource, price reasonableness, and past performance dependability risk. Dispatch priority will be determined by a combination of factors including price, advantages (e.g., blade type), and socioeconomic status.
