Quick Summary
The Department of Veterans Affairs (VA) is soliciting proposals for the construction of a Chiller Plant and Cooling Towers at the Mann-Grandstaff VA Medical Center in Spokane, Washington. This is a Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside with an estimated magnitude between $10,000,000 and $20,000,000. Proposals are due May 27, 2026, at 10:00 AM PDT.
Project Overview
This project, identified as Y1NB--CON-NRM-668-23-101, involves providing comprehensive construction services for a new 4000 gross square foot chiller plant on the roof adjacent to Building 44. The scope includes the installation of three new chillers and associated support systems, electrical routing, BMS integration, and full system testing and training.

- Constructing a new 4000 gross square foot chiller plant and building to house three new chillers.
- Installing associated chiller support systems, including pumps, cooling towers, water treatment, and emergency connections.
- Performing electrical routing for emergency and normal power, and modifying the existing chilled water loop architecture.
- Integrating Building Management System (BMS) and controls for all new systems (existing BMS is Schneider, BACnet/IP compatible).
- Providing a qualified manufacturer's representative for system placement, adjustments, demonstrations, and testing.
- Conducting full test and balance (TAB) for the building air system and chillers, with documentation.
- Performing operating tests in the presence of the Contracting Officer's Representative (COR) and providing all commissioning documentation.

Set-Aside
This procurement is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offerors must be verified in SBA VetCert/VA CVE by the proposal submission date. Subcontracting limitations apply: general construction contractors may not pay more than 85% of the contract amount to non-SDVOSB/VOSB firms.
Submission & Evaluation
- Proposals Due: May 27, 2026, at 10:00 AM PDT.
- Submission: Electronic submission required, in two volumes (Technical/Past Performance and Price).
- Evaluation: Best value tradeoff source selection, considering Technical Approach, Past Performance, and Price. Technical Approach and Past Performance are of approximately equal importance and significantly more important than Price.
- Past Performance: For "similar large cooling equipment" experience, chillers with at least 400-ton capacity are considered. SDVOSB primes can use first-tier subcontractor past performance if clearly described.
- Key Personnel: CQC System Manager cannot be Site Superintendent. Site Superintendent, QC Manager, and SSHO must be onsite when work is performed; no "double-hatting."
Key Clarifications

- Final attachments for structures, towers, chillers, and piping must be designed by a delegated seismic restraint vendor.
- A cost-loaded CPM schedule is required; resource loading is not.
- Spokane County Davis-Bacon Act wage rates apply.
- No additional site visits will be scheduled; offerors must rely on solicitation documents.
- All applicable Washington State and local taxes must be included in proposed prices.
