Submission & Evaluation

Proposals will be evaluated using a best value tradeoff source selection procedure. Technical Approach and Past Performance are approximately equal in importance and significantly more important than Price.

  • Technical Approach: Offerors should demonstrate experience with chillers of at least 400-ton capacity.
  • Past Performance: SDVOSB prime contractors may submit past performance references from first-tier subcontractors for relevant experience.
  • Submission Requirements: Proposals must be submitted electronically in two volumes (Technical/Past Performance and Price). A bid guarantee (20% of bid price or $2,000,000, whichever is less) and 100% performance/payment bonds are required. Offerors must include all applicable Washington state and local taxes.

Special Requirements & Clarifications
