Statement of Work (SOW) / Performance Work Statement (PWS)

To provide construction services for the "Construct Chiller Plant and Cooling Towers" project at the Mann-Grandstaff VA Medical Center in Spokane, Washington.

• Construction of a new 4000 gross square foot chiller plant on the roof adjacent to the building 44 boiler plant.

• Installation of 3 new chillers and associated chiller support systems, including pumps, towers, water treatment, and emergency connections.

• Electrical routing for emergency and normal power, and modification of the existing loop architecture.

• Integration of BMS and controls for all new systems.

• Provision of a qualified manufacturer's representative for system placement into service, adjustments, demonstrations, and testing.

• Full test and balance (TAB) for the building air system and chillers, with documentation.

• Operating tests in the presence of the Contracting Officer's Representative (COR).

• Provision of all commissioning documentation.

• Training for VA personnel on chiller settings, pump settings, air conditioning flow settings, and balancing.

• Verification of installation locations for proposed equipment.

• Period of Performance: 630 calendar days.

• As-Built Drawings and Owner's Manual (detailed step-by-step instructions for operation, including plant settings and ranges).

• Contractor is responsible for all equipment and supplies; no Government-Furnished Equipment (GFE) will be provided.

• Final system acceptance requires a systems demonstration and validation of the Controls and Instrumentation System.

• Performance monitoring by the COR to ensure contract compliance.
