Quick Summary

The Department of Veterans Affairs (VA) is soliciting proposals for the construction of a Chiller Plant and Cooling Towers at the Mann-Grandstaff VA Medical Center in Spokane, WA. This project, designated as Y1NB--CON-NRM-668-23-101, is a Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Proposals are due by May 27, 2026, at 10:00 AM PDT.

Scope of Work

The contractor will construct a new 4000 gross square foot chiller plant on the roof adjacent to Building 44, including the installation of three new chillers and associated support systems (pumps, cooling towers, water treatment, emergency connections). The scope also covers electrical routing for emergency and normal power, modification of the existing chilled water loop, and integration of Building Management System (BMS) controls. Key deliverables include full test and balance (TAB) for air systems and chillers, commissioning documentation, and training for VA personnel. The period of performance is 630 calendar days. The contractor is responsible for furnishing all equipment and supplies.

Contract Details

This is a Firm-Fixed-Price contract with an estimated magnitude between $10,000,000 and $20,000,000. A bid guarantee of 20% of the bid price or $2,000,000 (whichever is less) is required, along with performance and payment bonds at 100% of the original contract price. The NAICS code is 236220 (Commercial and Institutional Building Construction) with a $45M size standard. VAAR 852.219-75 applies, limiting general construction subcontracting to 85% for non-SDVOSB/VOSB firms. FAR clause 52.222-90, "Addressing DEI Discrimination by Federal Contractors," has been added.

Submission & Evaluation

Proposals must be submitted electronically by May 27, 2026, at 10:00 AM PDT. The VA will use a best value tradeoff source selection, with Technical Approach and Past Performance being approximately equal in importance and significantly more important than Price. Proposals require two volumes: Technical and Past Performance, and Price. Offerors must ensure their SDVOSB verification is current in the SBA VetCert / VA CVE registry by the submission date. Key personnel (Site Superintendent, QC Manager, SSHO) cannot "double-hat" and must be onsite during work. Experience with chillers of at least 400-ton capacity is considered "similar large cooling equipment." SDVOSB primes may use first-tier subcontractor past performance for this experience. No additional site visits will be scheduled; offerors must rely on solicitation documents.

Key Clarifications

Recent amendments and Q&A responses clarify several points: the existing campus primary loop nominal voltage is 13.2 kV; the BMS is Schneider and BACnet/IP compatible; "or equal" substitutions are allowed with approval; AISC certification is required for structural steel; and the basis of design chiller equipment is the YORK YZ line. Utility services (electricity, water) are generally at no cost, but contractors are responsible for boiler fuel costs. A cost-loaded CPM schedule is required, but resource loading is not.
