The scope includes renovating existing SPS areas (ceilings, floors, walls), separating the cleaning scopes area, installing a pass-through window, relocating endoscope processing, constructing a cool-down room, and installing automated doors. The project is divided into five phases, including the setup and removal of temporary SPS outdoor units. Contractors will be responsible for the removal, storage, and reinstallation of SPS equipment (excluding the existing Cart Washer), as well as repairing leaking drains under cart washers and sterilizers. Mandatory use of the VISN 2 Autodesk Build Construction management platform (ACC) is required for all submissions.

Submission Requirements & Deadlines

Offers must be submitted via email ONLY to terry.fraser@va.gov by May 26, 2026, at 2:00 PM EST. A bid opening will be held at 2:15 PM EST on Microsoft Teams. Required submissions include bid bonds, Buy American Certificates (FAR 52.225-2), and VA Limitations on Subcontracting Certificates (VAAR 852.219-75). Offerors must be registered in SAM.gov and verified/certified as SDVOSB in the SBA Small Business Search at the time of bid submission and before award, and must submit their annual VETS4212 Report. All solicitation amendments must be acknowledged.

Key Clarifications & Site Logistics

  • Laydown/Parking: No designated laydown areas; limited space on roof/10th floor. No on-site parking for contractors (one dumpster or one parking spot).
  • Material Costs: The government will not pay for stored materials or material price increases post-bid or for extended performance periods.
