Opportunity Overview

This is a request for SF 330s, not an RFP, to identify highly qualified A-E firms. The selected firm will provide comprehensive civil/structural engineering services, including architectural, civil, structural, mechanical, electrical, and environmental disciplines. Services encompass field investigations, surveys, geotechnical analysis, environmental studies, hazardous material surveys, schematic design, design development, value engineering, cost estimating, and preparation of specifications and construction contract documents. Projects will involve site development, utilities, storm water, pavements, foundations, and structures for Hurlburt Field and other Air Force Special Operations Command (AFSOC) facilities worldwide. Firms must demonstrate in-house capabilities or include all proposed consultants in their SF 330.

Contract Details

This will be a single award, multi-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a fixed ordering period of five years from award. The guaranteed minimum is $2,500.00, provided in the first design project. Individual task orders will not exceed $2,000,000.00, and the total contract ceiling over the five-year period will not exceed $4,000,000.00. The NAICS code is 541330 (Engineering Services) with a $25,500,000 business size standard.

Submission Requirements

Interested firms must submit one digital copy of the SF 330 in PDF format via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module. Email or fax submissions will not be accepted. Offerors are responsible for PIEE registration and training, confirming receipt of their SF 330, and ensuring files can be opened. Submissions must adhere to the naming convention: [Company Name] [DUNS/CAGE Codes] [Submittal Description]. Firms must also have a current NIST SP 800-71 assessment in PIEE. SF 330 Section F must include project owners' contact information for past performance surveys.

Evaluation Criteria

Selection will be based solely on the information provided in the SF 330, following FAR 36.202. Equally important factors (1-4):

  1. Professional/educational qualifications of key personnel and proposed project team, including multi-disciplinal engineering support and CADD capabilities.
  2. Specialized experience and technical competence in design on Air Force or DoD IDIQ contracts, covering design, investigation, and planning services.
  3. Professional capacity to accomplish work within required timeframes, budgets, and current workload.
  4. Past performance on Government and private industry contracts, including cost control, quality, schedules, and a quality control/assurance program (CPARS will be queried). Sub-factors (descending order of importance):
