Statement of Work (SOW)

This Statement of Work (SOW) outlines the requirements for acquiring new 4K Electric Forklifts for the Defense Logistics Agency (DLA) Disposition Services (DLA DS) at sites within the Continental United States (CONUS).

The contract is a Firm-Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract with a 12-month base period and four potential 12-month option periods, not to exceed five years or 150% of the estimated value. Upon task order receipt, the contractor has 6 months for delivery, with potential extensions for extenuating circumstances.

• New Equipment Only: No remanufactured or "gray market" items. All forklifts must include necessary accessories for operation and charging.

• DoD Item Unique Identification (IUID): Compliance with DFARS 252.211-7003 is required.

• Specific Forklift Models (CLINs):

  • CLIN 0001: 4K Electric Reach Truck Forklift (4000 lb capacity, 24" load center, 42" forks).
  • CLIN 0002: 4K Electric Forklift Stand-Up (4000 lb capacity, 48" forks).
  • CLIN 0003: 4K Electric Forklift Sit-Down (4000 lb capacity, 36" forks, open cab, 82" max lowered mast height).
  • CLIN 0004: 4K Electric Forklift Sit-Down (4000 lb capacity, 42" forks, open cab).

• Common Features: All forklifts require maintenance-free batteries providing 8-hour continuous use, LED work lights, amber LED strobe lights, audible reverse alarms, side mirrors, fire extinguishers, and chargers. Overhead guards must meet ANSI/ITSDF B56.1 standards.

• Manuals and Training: One digital and one hard copy operator and maintenance manual per machine. Familiarization training (in-person or video) within 14 business days of delivery, covering startup, maintenance, safety, operation, and limitations.

• Period: 12-month base period with four potential 12-month option periods.

• Place: Continental United States (CONUS).

• Delivery: Contractor must be present for delivery, unload, assemble (if required), and conduct an inspection with USG personnel. 14 calendar days advance notice is required before site services. Deliveries are Monday-Friday, excluding federal holidays.

• Warranty: Manufacturer's standard warranty begins upon completion of familiarization training. Equipment must be set up and operational within 10 days of delivery.

• Spill Responsibility: Contractor is solely responsible for all spills/leaks during performance, including clean-up at no cost to the USG. Reporting requirements are detailed.

• Invoicing: Monthly invoicing through the DoD Wide Area Workflow (WAWF) system, per DFARS 252.232-7003.

• CLIN 0001: 4K Electric Reach Truck Forklift (4000 lb capacity, 24-inch load center, electric power, 42" forks).
• CLIN 0002: 4K Electric Forklift Stand-Up (4000 lb capacity, 48" tines).
• CLIN 0003: 4K Electric Forklift Sit-Down with 36" Tines (4000 lb capacity, 36" tines, open cab, specific mast height, hydraulic fork positioner, hydraulic side shifter).

All forklifts must be new, include necessary accessories (cables, batteries, chargers), and be equipped with a DoD item unique identification (IUID).

• Manuals and Training: Contractor must provide one digital and one hard copy operator manual, maintenance manual, and familiarization training for each machine. Training should cover daily procedures, maintenance, safety, operation, limitations, and attachment use. Video training is acceptable.

• Delivery: Equipment must be set up and operational within ten days of delivery. Contractor must provide 14 days' advance notice before site services. Deliveries are scheduled Monday-Friday, excluding federal holidays.

• Warranty: Manufacturer's standard warranty applies, beginning upon completion of familiarization training.

• Spill Responsibility: Contractor is solely responsible for any spills or leaks during performance, including clean-up at no cost to the USG. Spills must be reported immediately and followed up with a written report.

• Period of Performance: One 12-month base period and four potential 12-month option periods.

• Place of Performance: DLA DS Sites within the Continental United States (CONUS).

• Equipment: New equipment only, no remanufactured or "gray market" items.

• Safety Features: All forklifts must include a visible amber LED strobe light, audible reverse alarm, and an overhead guard meeting ANSI/ITSDF B56.1 standards (including FOPS).

• Batteries: Maintenance-free batteries are required, rated for 8-hours of continuous use.

• Delivery Notification: Contractor must notify DLA DS 14 business days prior to delivery.

• Invoicing: Monthly invoicing through the DoD Wide Area Workflow (WAWF) system.

• Destinations and CLINs are subject to change and will be provided on the associated Task Order (TO).

• Contractor must complete and sign the DD250, Material Inspection and Receiving Report, for payment.
