Specific Contract Line Item Numbers (CLINs) include:
- CLIN 0001: 4K Electric Reach Truck Forklift (4000 lb capacity, 13’ minimum lift height, 42” forks).
- CLIN 0002: 4K Electric Stand-Up Forklift with 48” Tines (4000 lb capacity, 13’ minimum lift height).
- CLIN 0003: 4K Electric Sit-Down Forklift with 36” Tines (4000 lb capacity, 3-stage high visibility mast, hydraulic fork positioner/shifter).
- CLIN 0004: 4K Electric Sit-Down Forklift with 42” Tines (4000 lb capacity, 3-stage high visibility mast, 36” carriage back rest).
All forklifts must meet detailed technical specifications, including safety features, solid rubber tires, and maintenance-free batteries rated for 8-hours continuous use.

Key Requirements & Restrictions
Offerors must provide new equipment only. All forklifts require DoD Item Unique Identification (IUID). Contractor is responsible for spills and clean-up. Monthly invoicing will be via DoD Wide Area Workflow (WAWF). Battery Restrictions: Offerors must state the country of origin for both the forklift and its batteries. Batteries from companies on the 1260H list are excluded. Batteries from companies subject to the Decoupling from Foreign Adversarial Battery Dependance Act of 2024 (e.g., CATL, BYD) are also excluded, unless commercial availability of replacement batteries from non-prohibited companies can be demonstrated.
Submission & Evaluation
Quotes will be evaluated on a Lowest-Price Technically Acceptable (LPTA) basis. Award will be made to the responsible firm offering the lowest total cost after a pass/fail technical evaluation. Mandatory Submission: Offerors must submit Attachment 3 Technical Certification Form (Amendment 2), along with detailed technical specifications (manufacturer’s cut sheet) for proposed equipment. Failure to submit a complete form will result in ineligibility. Quotes must be emailed to matthew.wonch@dla.mil by the deadline. Late, partial, or incomplete quotes will not be accepted.
Amendments & Important Notes
Amendment 2 (May 19, 2026) removed the requirement for side mirrors on CLINs 0001 and 0002. Amendment 1 (May 8, 2026) clarified lift height requirements (minimum 13’ for CLINs 0001/0002; 3-stage high visibility mast for CLINs 0003/0004) and confirmed FOB Destination. Offerors are advised to frequently check SAM.gov for modifications.
