Scope of Work
The contract requires the provision of new 4K Electric Forklifts across four Contract Line Item Numbers (CLINs):
- CLIN 0001: 4K Electric Reach Truck Forklift (4000 lb capacity, 24-inch load center, 42-inch forks, minimum 13' lift height).
- CLIN 0002: 4K Electric Stand-Up Forklift (4000 lb capacity, 48-inch tines, minimum 13' lift height).
- CLIN 0003: 4K Electric Sit-Down Forklift (4000 lb capacity, 36-inch tines, 3-stage high visibility mast, hydraulic fork positioner/shifter).
- CLIN 0004: 4K Electric Sit-Down Forklift (4000 lb capacity, 42-inch tines, 3-stage high visibility mast, hydraulic fork positioner/shifter).
All forklifts must be new, electric, include necessary accessories (chargers, maintenance-free 8-hour batteries), and have DoD item unique identification (IUID). Safety features include LED strobe lights, reverse alarms, LED work lights, brake/tail lights, and fire extinguishers. Tires can be solid rubber or solid polyurethane steer tires.
Contract Details
- Contract Type: FFP, IDIQ
- Duration: 12-month base period with four potential 12-month option periods (not to exceed five years).
- Set-Aside: Total Small Business Set-Aside (FAR 19.5). NAICS 333924 (900 employees) with a non-manufacturer rule class waiver.
- Delivery: 6 months from task order receipt, FOB Destination, to CONUS locations. Familiarization training and manufacturer's standard warranty are required.
Submission Requirements
Offerors must submit:
- Attachment 3 Technical Certification Form (revised Amendment 3 version) with detailed technical specifications (manufacturer's cut sheet) for proposed equipment.
- Clearly state the country of origin for both the forklift and its batteries.
- Acknowledge all solicitation amendments.
- Provide delivery lead-time.
Evaluation Factors
Award will be made on a Lowest-Price Technically Acceptable (LPTA) basis. Technical acceptability will be determined by a pass/fail evaluation of submitted technical documentation against salient characteristics and solicitation requirements.
Important Notes
- Battery Prohibitions: Equipment with batteries manufactured by firms on the 1260H list or those projected to be prohibited under the Decoupling from Foreign Adversarial Battery Dependance Act of 2024 (e.g., CATL, BYD) will be excluded, unless a statement demonstrates commercial availability of replacement batteries from non-prohibited firms.
- Amendments: Offerors are advised to frequently check SAM.gov for modifications. Amendment 3 (May 26, 2026) addressed offeror questions and revised Attachments 1 and 3.
