Scope of Work
The contract requires the delivery of new 4K electric forklifts across four Contract Line Item Numbers (CLINs):
- CLIN 0001: 4K Electric Reach Truck Forklift (4000 lb capacity, 24-inch load center, 42-inch forks, minimum 13-foot lift height).
- CLIN 0002: 4K Electric Stand-Up Forklift with 48-inch Tines (4000 lb capacity, 48-inch tines, minimum 13-foot lift height).
- CLIN 0003: 4K Electric Sit-Down Forklift with 36-inch Tines (4000 lb capacity, open cab, 3-stage high visibility mast, hydraulic fork positioner/side shifter, 82-inch OACH or under).
- CLIN 0004: 4K Electric Sit-Down Forklift with 42-inch Tines (similar to CLIN 0003, with 42-inch tines and a 36-inch carriage back rest).
All forklifts must be new, include necessary accessories (cables, batteries, chargers), and feature DoD Item Unique Identification (IUID). Required safety features include LED strobe lights, audible reverse alarms, LED work lights, brake/tail lights, fire extinguishers, and overhead guards meeting ANSI/ITSDF B56.1 standards. Maintenance-free batteries rated for 8-hours of continuous use are required. Solid rubber or solid polyurethane steer tires are acceptable.
Contract & Timeline
- Contract Type: Firm Fixed-Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ).
- Duration: One 12-month base period and four potential 12-month option periods, not to exceed five years.
- Set-Aside: Total Small Business Set-Aside (NAICS 333924, 900 employees size standard, with a non-manufacturer rule class waiver).

Evaluation

- Country of Origin: Offerors must state the country of origin for both the forklift and its batteries.
- Battery Restrictions: Equipment with batteries from companies on the 1260H list will be excluded. Equipment with batteries from companies subject to future prohibitions (e.g., CATL, BYD, Envision Energy, EVE Energy, Gotion High Tech, Hithium Energy Storage Technology) will also be excluded unless commercial availability of replacement batteries from non-prohibited companies is demonstrated.
Submission Requirements
- Submit the mandatory Attachment 3 Technical Certification Form (latest Amendment 4 version) with detailed technical specifications/manufacturer's cut sheets.
- Clearly state the country of origin for the quoted products and their batteries.
- Provide delivery lead-time.
- Acknowledge all solicitation amendments.
- Quotes must be complete and submitted via email to matthew.wonch@dla.mil by the deadline. Late, partial, or incomplete quotes will not be accepted.
- Invoicing will be processed through the DoD Wide Area Workflow (WAWF) system.
