Submission Requirements

Quotes must be submitted via email by June 1, 2026, at 12:00 PM PST to Lt Dorian Maynard (dorian.maynard.1@spaceforce.mil) and SSgt Victor Mendoza (victor.mendoza.4@spaceforce.mil). Offers must include the solicitation number, offeror information, UEI, EFT indicator, and a statement of agreement with terms. The technical and past performance sections (excluding SF 1449) are limited to 10 pages. Offerors must submit one redacted and one unredacted copy. Pricing must be provided for X001 series CLINs only, with X002 series CLINs set to $0.00. Non-compliant quotes for X002 series will be rejected.

Evaluation Criteria

This is a Best Value Tradeoff procurement. Evaluation factors are:

  • Factor 1: Technical Capability (40%)
    • Subfactor 1: Credentials & Certifications (Acceptable/Unacceptable)
    • Subfactor 2: Technical Approach (scored based on understanding, feasibility, and risk for 9 PWS objectives)
  • Factor 2: Past Performance (40%)
    • Submission of exactly three relevant government contracts (within 5 years) with contract number, role, dollar value, description, and Contracting Officer. Evaluated on Relevancy and Quality (CPARS).
  • Factor 3: Price (20%)
    • Evaluated for reasonableness and completeness. Technical Capability and Past Performance are of equal importance and, when combined, are significantly more important than Price. The Government may select a higher-priced offer if it provides better value due to technical superiority or stronger past performance.

Key Requirements & Clarifications

Contractor personnel require a Secret security clearance. A four-hour onsite response is required for service calls, particularly for Special Access Areas (SCIFs). The contractor is responsible for ensuring necessary software licenses and maintaining an inventory of spare parts (funded up to a government-set Not-to-Exceed limit).
