The contractor will provide comprehensive services including preventive maintenance, repair, cleaning, scheduling, planning, and replacement of base alarm systems, CCTV, access control readers, workstations, and various surveillance equipment. This also encompasses VPN maintenance, network troubleshooting, and IP configuration for surveillance and alarm components, including Fiber, CISCO switches, Network Video Recorders (NVRs), and License Plate Recognition (LPR) technology. Key systems include MDI Enterprise 5000 (AECS, IDS), Genetec (surveillance), and BCD (video archiving). A minimum of two on-site employees with Secret clearances and specific system certifications (MDI, Genetec) are required.

Submission & Evaluation

This is a Best Value Tradeoff procurement. Offers will be evaluated on:

  • Factor 1: Technical Capability (40%)
    • Subfactor 1: Credentials & Certifications (Acceptable/Unacceptable, must meet PWS minimums).
    • Subfactor 2: Technical Approach (scored based on understanding of 9 PWS objectives, feasibility, and risks).
  • Factor 2: Past Performance (40%)
    • Requires submission of three relevant government contracts (ongoing or completed within the last five years). Evaluated on relevancy (scope, magnitude, role) and quality (CPARS/similar ratings).
  • Factor 3: Price (20%)
    • Evaluated for reasonableness and completeness. Price is the least weighted factor.

Technical Capability and Past Performance are of equal importance and, combined, are significantly more important than Price. The Government may select a higher-priced offer if its technical superiority or stronger past performance warrants a price premium.

Key Requirements

Offerors must submit quotes via SF 1449. Pricing must be provided for X001 series CLINs, while X002 series CLINs (for parts/materials) must be valued at $0.00. Non-compliant quotes with values for X002 series CLINs may be rejected. Contractor personnel require Secret clearances and a 4-hour on-site response time for special access areas. Monthly status reports and annual training for Security Forces personnel are also required.
