Scope of Work

The contractor will provide day-to-day O-level maintenance to ensure assigned Berthing Barges and Service Craft remain full-mission capable. This includes a wide range of services such as:

  • Maintenance & Operations: Service calls (routine, urgent, emergency), general interior/exterior work, electrical, security, flooding, and fire protection alarm system repairs.
  • Specialized Services: Internal Communication (IC) system services, firefighting equipment maintenance, lock and latch installation, plumbing, pipefitting, machine, welding, and metalworking services.
  • Facility Support: Painting, HVAC and R services, galley and food service equipment, laundry equipment, Local Area Network (LAN) equipment maintenance, tank and void opening/closures, tag-out and hot work, port husbandry, system/equipment familiarization, cleaning, sanitizing, fumigation, extermination, site assessments, and engineering/design plans. Work will be performed in Hampton Roads (Norfolk, Newport News, Portsmouth) Virginia, Kittery Maine, and New London and Groton Connecticut.

Contract Details

  • Contract Type: Cost Plus Fixed Fee (CPFF) task order.
  • Set-Aside: Total Small Business Set-Aside (FAR 19.5).
  • NAICS Code: 336611 (Shipbuilding and Repairing) with a 1300-employee size standard.
  • Period of Performance: A base year (August 1, 2026 - July 31, 2027), four option years, and a FAR 52.217-8 period, extending the potential performance through January 2032.

Key Requirements for Bidders

  • Facilities Security Clearance (FCL): Offerors must possess an active Secret Level FCL at the time of proposal submission. Being in the process of obtaining one is not sufficient.
