Quick Summary

The Department of the Navy, through NAVSUP FLT LOG CTR NORFOLK, is soliciting proposals for Berthing and Messing Program Services. This opportunity requires providing operational Organizational Level (O-level) support for assigned program Duty Crew Berthing Barges and other Service Craft (Non-Self Propelled). This is a Total Small Business Set-Aside and a new requirement. A critical prerequisite is that offerors must possess an active Secret Level Facilities Security Clearance (FCL) at the time of proposal submission. Proposals are due June 18, 2026, at 10:00 AM ET.

Scope of Work

The contractor will provide O-Level support for approximately 34 COMUSFLTFORCOM Duty Crew Berthing Barges and Service Craft. Key tasks encompass service calls (routine, emergency, urgent with defined response times), system/equipment familiarization, and port husbandry. Specific services include interior and exterior repairs, general electrical work, plumbing, HVAC, painting, firefighting equipment maintenance, security/flooding/fire protection alarm system repairs, internal communication systems, galley and laundry equipment services, Local Area Network (LAN) maintenance, tank/void opening/closures, tag-out/hot work procedures, cleaning/sanitizing, fumigation/extermination, site assessments, and engineering/design plans. All work must adhere to Original Equipment Manufacturer (OEM) specifications and relevant industry standards (e.g., SSPC, NFPA, ANSI, BHMA).
