Scope of Work
The contractor will provide day-to-day O-level maintenance and operational support to ensure assigned Berthing Barges and Service Craft remain full-mission capable. This comprehensive scope includes:
- General interior and exterior maintenance and repairs (flooring, bulkheads, electrical, plumbing, HVAC, welding, painting).
- Maintenance and repair of security, flooding, fire alarm, and internal communication systems.
- Galley, laundry, and LAN equipment services.
- Port husbandry, system familiarization, deep cleaning, fumigation, and site assessments.
- Work will be performed in Hampton Roads, VA; Kittery, ME; and New London/Groton, CT.

Special Requirements & Evaluation
- Facilities Security Clearance (FCL): Offerors must possess an active Secret Level FCL at the time of proposal submission. Being "in process" is not sufficient. All contracted employees must also maintain a SECRET Clearance.
- Wage Determinations: Applicable for Virginia, Maine, and Connecticut.
- Evaluation: Award will be based on best value. Phase I assesses FCL (Accept/Unacceptable). Phase II evaluates Technical Approach (more important than Past Performance), Past Performance, and Cost/Price. Non-Cost/Price factors are significantly more important than Cost/Price.
