Opportunity Overview
This Request for Qualifications (RFQ) seeks qualified Small Business firms to provide Architect-Engineer (A/E) Fire Protection Engineering and supporting services nationwide for various NPS projects. Services include fire protection engineering and conceptual design, inventory of fire protection and life safety systems, construction management (submittal reviews, system acceptance testing), Life Safety and Fire Risk Assessments, Cost Estimating, and Construction Field Engineering. Contract Details
This is an IDIQ contract with an anticipated five-year period of performance (May 1, 2026, to April 30, 2031). The maximum ordering ceiling is $5,000,000.00, with a guaranteed minimum of $5,000.00 and a task order ceiling of $1,000,000.00. Task orders may be firm fixed price, labor hour, time and materials, or a combination. The NAICS Code is 541330 with a size standard of $25.5 million in annual receipts.
Submission & Evaluation
This is a two-phase process, beginning with this RFQ (Phase I). Phase I requires a Letter of Interest, a completed Standard Form 330 (Parts I & II), an organization chart, and supporting materials. Resumes are required for all 16 specified engineering disciplines, including Principal Engineer, various Fire Protection Engineers, Electrical, Mechanical, Civil, Structural Engineers, Historic Architect, and Computer Network Administrator. Professional Engineer (PE) licensure is required for all engineering disciplines, not solely for Fire Protection Engineers. Evaluation criteria for Phase I include professional qualifications, specialized experience, technical competence, capacity to respond, past performance (federal and private industry weighted equally), and knowledge of NPS sites.
