Scope of Work
This nationwide requirement covers Architect-Engineer (A/E) services including:
- Fire protection engineering and conceptual design.
- Inventory of fire protection and life safety systems.
- Construction management, including submittal reviews and system acceptance testing.
- Life Safety and Fire Risk Assessments.
- Cost Estimating and Construction Field Engineering.
- Incidental services such as AutoCAD drafting, 3D modeling, and GIS.
Key personnel requirements include a comprehensive list of engineering disciplines, such as Principal Engineer, Senior Consultant, Senior Project Manager, Electrical Engineer, Mechanical Engineer, Civil Engineer, Structural Engineer, Historic Architect, various levels of Fire Protection Engineers, CAD Technicians, Computer Network Administrator, and Cost Estimator. Professional Engineer (PE) licensure is required for all engineering disciplines, and Fire Protection Engineers must be registered PEs. The A/E contractor is responsible for fully detailed fire sprinkler system design, including layout and hydraulic calculations, with no delegated design to construction contractors.
Submission & Evaluation
This is a two-phase process, beginning with a Request for Qualifications (RFQ). Phase I requires a Letter of Interest, a completed Standard Form 330 (Parts I & II), an organization chart, and resumes for all 16 required disciplines. Supporting materials for Section H of the SF330 should not exceed 20 double-sided pages. Offerors may provide information on up to five relevant projects, including experience from prior employers. SF1449 and SF30 forms are not required for this initial RFQ stage.
Evaluation for Phase I will focus on professional qualifications, specialized experience, technical competence, capacity to respond, past performance (federal and private weighted equally), and knowledge of NPS sites.
