Scope of Work
Services include fire protection engineering and conceptual design, inventory of fire protection and life safety systems, construction management (including submittal reviews and system acceptance testing), Life Safety and Fire Risk Assessments, Cost Estimating, and Construction Field Engineering. Work will often involve government and historic buildings, requiring familiarity with NPS conservation values, Secretary of the Interior's Standards, and NFPA codes. The Architect-Engineer (AE) contractor must perform all design, with no delegated design of fire protection systems to construction contractors.
Required Personnel & Qualifications
The solicitation requires a comprehensive team including Principal Engineer, Senior Consultant, Senior Project Manager, Electrical Engineer, Mechanical Engineer, Civil Engineer, Structural Engineer, Historic Architect, various levels of Fire Protection Engineers, Fire Protection Designer, CAD Technicians, Computer Network Administrator, and Cost Estimator. All engineers, including Fire Protection Engineers, are expected to be licensed Professional Engineers (PEs) in their respective disciplines, or NICET III certified for FPEs. The Computer Network Administrator role is primarily for data entry (e.g., SharePoint/Power BI). The lead firm must be an engineering firm.
Submission & Evaluation
This is a two-phase process, beginning with a Request for Qualifications (RFQ). Phase I requires a Letter of Interest, a completed Standard Form 330 (Parts I & II), an organization chart, and supporting materials, including resumes for all key personnel and up to five project examples in SF330 Section F. Additional supporting material for the SF330 should not exceed 20 double-sided pages. SF1449 and SF30 forms are not required for the RFQ stage. Evaluation criteria for Phase I include professional qualifications, specialized experience, technical competence, capacity, past performance (federal and private weighted equally), and knowledge of NPS sites. Firms must be certified in SAM.
