Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.

Quick Summary

The Department of the Army, W6QK ACC-PICA, has issued a Prototype Project Opportunity Notice (PPON) for a Precision Grenadier System (PGS). This initiative seeks proposals for up to two prototype Other Transaction Agreements (OTAs) under 10 U.S.C. § 4022. The PGS aims to address a critical capability gap for Counter Defilade Target Engagement (CDTE) out to 500 meters and for Counter-small Unmanned Aerial Systems (C-sUAS), integrating a man-portable weapon, fire control, and a family of ammunition. Proposals are due by May 11, 2026, at 1:00 PM EST.

Scope of Work

The selected performers will be responsible for the development of prototype PGS, including approximately 16 weapons, 28 fire controls, and 25,400 rounds of ammunition (comprising Training Practice, Counter Defilade, Counter-sUAS, and Close Quarters Battle variants). Key deliverables also include spare parts, test barrels, tools/gauges/accessories, and engineering support. A significant aspect involves the development of Technical Data Packages (TDPs) for the weapon, fire control, and ammunition components. The project requires robust program management, engineering support, and iterative prototyping efforts, all while ensuring compliance with safety, environmental, and stringent security requirements (e.g., NIST SP 800-171, CUI, CIAR, AT, OPSEC). The program also includes user acceptance and operational effectiveness testing through Soldier Touchpoint events.

Contract & Timeline

This opportunity will result in up to two competitive fixed-amount Other Transaction Agreements (OTAs), each with an estimated duration of up to four years. There is a potential for follow-on production award(s) without further competition, with an estimated value of $255.531 million for up to 11,000 weapons and 15,000,000 rounds of ammunition, plus spare parts and engineering support.

  • Contract Type: Other Transaction Agreement (OTA)
  • Duration: Up to 4 years per OTA
  • Set-Aside: None specified, but specific eligibility conditions apply (see below).
  • Proposals Due: May 11, 2026, 1:00 PM EST
  • Published Date: April 2, 2026

Eligibility & Evaluation

Offerors must meet one of the following conditions to be considered for award:

  1. At least one nontraditional defense contractor or nonprofit research institution participating significantly.
  2. All significant participants are small businesses or nontraditional defense contractors.
  3. At least one-third of the total prototype project cost is paid from non-Federal Government sources.
  4. Agency determination of exceptional circumstances justifying innovative business arrangements. Proposals will be evaluated based on five factors: Concept Feasibility (most important), Proposed Threshold Requirements, Special License Agreements, Integrated Master Schedule, and Price (least important). Offerors may submit up to two proposals.

Key Bidder Requirements

Bidders must complete the "Attachment 19 - Business Status Certification" to confirm eligibility and be registered in SAM with a DUNS number. Access to sensitive technical data requires completing the "AMSTA-AR 1350 - Data Request Questionnaire," "DD Form 2345 - Militarily Critical Technical Data Agreement," and signing a "Non-Disclosure Non-Use Agreement." Bidders should carefully review the sample Special License Agreements (SLAs) for Weapons, Ammunition, and Fire Control to understand data rights. Pricing proposals must be submitted using "Attachment 4 - Pricing" spreadsheet, filling only the designated green cells.
