Scope of Work

Deliverables also include spare parts, test barrels, tools, gauges, accessories, and engineering support. Offerors must also develop Technical Data Packages (TDPs) and Interface Control Documentation (ICDs). The effort focuses on prototyping, user evaluation, and testing to ensure a safe, suitable, and effective system.
Contract Details
- Type: Prototype Project Opportunity Notice (PPON) leading to up to two fixed-amount Other Transaction Agreements (OTAs).
- Duration: Up to four years per OTA.
- Potential Follow-on: Successful prototyping may lead to follow-on production awards without further competition, with an estimated quantity of approximately 11,000 total weapons and fire controls.

Eligibility & Set-Aside
There is no specific set-aside. Offerors must meet at least one of the following conditions:
- Significant participation by a nontraditional defense contractor or nonprofit research institution.
- All significant participants are small businesses or nontraditional defense contractors.
- At least one-third of the project cost is from non-Federal sources.
- Exceptional circumstances justify innovative arrangements. All offerors must have a DUNS number and be registered in SAM.gov.
Submission & Evaluation
Proposals are due June 1, 2026, at 1:00 PM EST, and must be submitted electronically via the DOD SAFE site. Evaluation will follow a best-value approach based on five factors: Concept Feasibility (most important), Proposed Threshold Requirements, Special License Agreements, Integrated Master Schedule, and Price (least important). The combined page limit for the narrative portions of Factors 1, 2, and 5 has been extended to 40 pages. Offerors must complete all "green cells" in Attachment 4 (Pricing). Oral presentations may be required.
