Scope of Work
The project requires the development and delivery of approximately 16 weapon prototypes, 18 fire control prototypes, and 25,400 rounds of ammunition. This ammunition family includes Training Practice (TP), Close Quarters Battle (CQB), Counter Defilade (CD), and Counter-sUAS (C-sUAS) types. Deliverables also encompass spare parts, test barrels, tools, gauges, accessories, engineering support, Technical Data Packages (TDPs), and Interface Control Documentation (ICDs). Prototypes must meet defined threshold requirements and characteristics.
Contract & Timeline
The Government anticipates awarding up to two competitive fixed-amount Other Transaction Agreements (OTAs), each with an estimated duration of up to four years. Successful prototyping may lead to follow-on production awards without further competition, with an estimated quantity of approximately 11,000 total weapons and fire controls. Funding will be obligated incrementally, not at award, with specific task-based obligations planned across fiscal years (e.g., $17M for Task 0 at award). Contractors proceeding ahead of government authorization do so at their own risk.
Eligibility & Evaluation
There is no specific set-aside, but offerors must meet at least one of four conditions: significant participation by a nontraditional defense contractor or nonprofit research institution; all significant participants are small businesses or nontraditional defense contractors; at least one-third of the project cost is from non-Federal sources; or exceptional circumstances justify the arrangement. Offerors must have a DUNS number and be registered in SAM.gov.
Proposals will be evaluated based on five factors: Concept Feasibility (most important), Proposed Threshold Requirements (second most important), Special License Agreements, Integrated Master Schedule, and Price (least important). The combined page limit for the narrative sections of Factors 1, 2, and 5 has been extended to 40 pages.
