Opportunity Overview

This PPON focuses on prototyping industry solutions for the PGS, which will address capability gaps for Counter Defilade Target Engagement (CDTE) out to 500 meters and Counter-small Unmanned Aerial Systems (C-sUAS). The project involves user evaluation and testing to ensure a safe, suitable, and effective system, with a potential for follow-on production awards without further competition based on successful prototyping.

Key Requirements & Deliverables

The project requires the development and delivery of approximately 16 weapon prototypes, 18 fire control prototypes, and 25,400 rounds of ammunition (including Training Practice, Close Quarters Battle, Counter Defilade, and C-sUAS types). Deliverables also include spare parts, test barrels, tools/gauges/accessories, engineering support, Technical Data Packages (TDPs), and Interface Control Documentation (ICDs). Compliance with rigorous safety, environmental, and security requirements (including NIST SP 800-171 for cybersecurity) is mandatory. Prototype testing is planned to start 15 months after award, with hardware delivery 30 days prior.

Contract Details & Eligibility

The Government anticipates awarding up to two competitive fixed-amount OTAs, each with an estimated duration of up to four years. Funding will be obligated incrementally, with initial funding of $17M at award, followed by planned obligations in FY27 and FY28. The estimated scope for potential follow-on production is approximately 11,000 total weapons and fire controls. Offerors must meet at least one of the following conditions to be eligible:

  • Significant participation by a nontraditional defense contractor or nonprofit research institution.
  • All significant participants are small businesses or nontraditional defense contractors.
  • At least one-third of the project cost is from non-Federal sources.
  • Exceptional circumstances justify innovative arrangements. All offerors must have a DUNS number and be registered in SAM.gov.

Submission & Evaluation

Proposals must be submitted electronically via the DOD SAFE site by June 1, 2026, 1:00 PM EST. Evaluation will be based on five factors: Concept Feasibility (most important), Proposed Threshold Requirements, Special License Agreements, Integrated Master Schedule, and Price (least important). The combined page limit for Factors 1, 2, and 5 (narrative only) has been increased to 40 pages, inclusive of substantiating data, analysis, and test plans. Bidders must complete all green cells in Attachment 4 (PGS Pricing) and understand the Special License Agreements (SLAs) for weapon, ammunition, and fire control data rights.
