The contractor will be responsible for the full lifecycle, from financing and design to build-out/renovation, operation, and maintenance of CSDVs at Fort Bliss, TX; Joint Base Lewis-McChord (JBLM), WA; Fort Irwin, CA; Fort Riley, KS; Fort Campbell, KY (two locations); and Fort Polk, LA, with potential for future expansion.

Key Requirements

  • Facility Operations: Provide 24/7 access to prepared healthy food, incorporating modern campus dining concepts, strong restaurant brands, and diverse service options (à la carte, dine-in, takeout, delivery, meal prep).
  • Technology Integration: Implement advanced technologies including online ordering/delivery platforms and Point of Sale (POS) systems interoperable with AFMIS for Essential Station Messing (ESM) meal verification and billing. Offerors must describe reporting platform capabilities for visibility and analysis of consumable data and patron trends, with automated monthly reconciliation reports via AFIT API required (90-day grace period for manual reports).
  • Nutritional Standards: Adhere to "military dietary reference intakes" (MDRI), Dietary Guidelines for Americans, "Go for Green" principles, and "Menu's of Change Program." A Head Chef with American Culinary Federation (ACF) certification and a Dietitian (one per installation) to work with the Army's Dietitian are required.

Eligibility & Set-Aside

This is an Open Competition. Eligible patrons include the wider garrison community, military dependents, "Soldiers for Life," DA Civilians & Contractors, and ESM Soldiers. State Licensing Agencies are invited to respond for cafeteria operations under the Randolph-Sheppard Act, though the solicitation is not subject to Randolph-Sheppard priority.

Submission & Evaluation
