The scope mandates code-compliant, non-proprietary control systems, integration with other building systems (Fire Alarm, Electrical, Mechanical, Plumbing, Low Voltage/Technology), and contractor responsibility for rigging, demolition, and disposal. Special requirements include lead-based paint testing, engagement of a Professional Engineer (PE) for structural/electrical/fire modifications, and compliance with extensive VA Master Specifications and industry standards (e.g., ASME A17.1, NFPA, IBC).
Contract Details
This is a Firm-Fixed-Price contract with multiple awards anticipated across 100 distinct Contract Line Items (CLINs) nationwide (CLIN 0051 has been removed, and CLIN 0061 updated). The period of performance begins upon award for all CLINs. Payment will follow a milestone-based commercial interim payment schedule, with no monthly progress payments based on percentage of completion. Milestones include payment for bonds, submittals, equipment ordered, mobilization/demolition, and installation complete/final acceptance. Payment and Performance Bonds are required upon award.
Two-Step Bidding Process & Evaluation
Step One requires submission of technical proposals by May 22, 2026, 14:00 EDT, via email. These proposals will be evaluated for Acceptability based on Qualifications, Project Experience, and Past Performance. Pricing is not evaluated in Step One. Only offerors with acceptable technical proposals will proceed to Step Two for bid submission. Site visits will be scheduled for eligible offerors after Step One. Awards will be made to the lowest responsive bidder for each CLIN.
Eligibility & Set-Aside
- CLINs 0001-0013 are set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns only. Bidders must be certified by the SBA and listed in the SBA database.
- CLINs 0014-0101 are Unrestricted, full and open competition. Large businesses must submit a Small Business Subcontracting Plan within seven calendar days of award. Offerors must submit a state-issued elevator contractor certification or license. A licensed General Contractor may submit a proposal if they hold a relevant state license and subcontract elevator-specific work to qualified subcontractors.
