Statement of Work (SOW) / Performance Work Statement (PWS)

To provide vehicle rental services for the Oversight and Support Group - Australia (OSG-A) at Canberra, Australia.

• Provide two (2) four-door sedans, one (1) 8-15 passenger van, and one (1) cargo van.

• Vehicles must be current or prior model year with less than 40,000 km.

• Vehicles must be registered and insured in compliance with Australian law, with a minimum Comprehensive Car Insurance excess of A$1,000.00.

• Drivers must be at least 21 years old.

• Vehicles must be in good quality, safe operating condition, and comply with Australian law, free of excessive soil, rust, and damage.

• Specific vehicle specifications are detailed in the Appendix for sedans, 8-15 passenger vans, and cargo vans.

• Vehicles must meet manufacturer's standards for safety, heating/air conditioning, and tires (new or exceptional condition, with a full-size spare).

• All general items (windows, floor mats, lug wrench, jack, road safety kit, fire extinguisher) must meet manufacturer's standards.

• Contractor is responsible for all maintenance, including parts and labor for fair wear and tear.

• Vehicles must be replaced after 100,000 KM, unless waived by the Contracting Officer for exceptional condition.

• Replacements must be provided within 24 hours if a primary vehicle is unavailable for more than 24 hours; loaner vehicles must be of equal or greater quality.

• Towing and recovery services must be available 24 hours a day for disabled vehicles.

• Contractor must provide points of contact and a Contract Manager available during specified business hours.

• Government is responsible for operator care (fluids, tire pressure, lights) and re-fueling.

• Government is responsible for loss or damage due to negligence, except for normal wear and tear.

• Contract is a base year plus four option years, with a potential 6-month extension, not to exceed 66 calendar months.

• Vehicles are to be delivered to 82 Northbourne Ave, Braddon, ACT 2612, Australia, unless an alternate location is agreed upon.

• Vehicles are to be returned to the same address upon conclusion of the contract.

• Joint inspections will be conducted at delivery and return.

• Contractor is liable for actions or claims resulting from their fault, negligence, or wrongful act.

• Government reserves the right to repair damages caused by Government negligence at Contractor-authorized facilities.

• Payment will be processed monthly via Government-Wide Purchase Card (GPC/Credit Card) or Wide-Area Workflow.

Amendment / Modification

Amendment 01, issued on March 30, 2026, incorporates Attachment 03, which includes responses to RFIs and changes to the Statement of Work (SOW) as a result of those RFIs.

Questions & Answers / Clarifications

This document provides a response to a vendor's Request for Information (RFI) regarding vehicle age requirements.

• Vehicle Age Requirement: The initial requirement for vehicles to be less than six (6) months old is not mandatory for technical acceptability. Newer model vehicles in excellent condition, even if exceeding six months in age, may be considered acceptable.
• Market Adjustment: To accommodate market conditions, current or prior year models with less than 40,000 km are now acceptable.

Attachment 01 – SOW has been revised to reflect this change in vehicle age and mileage requirements.

Solicitation / RFP / RFQ

This document is a combined synopsis/solicitation for commercial products/services, issued as a Request for Quote (RFQ) under FAR Part 12. The U.S. Oversight Support Group – Australia is seeking to acquire long-term rental cars. This announcement serves as the only solicitation; a separate written solicitation will not be issued. The acquisition is solicited as full and open, not set-aside for small businesses. It is subject to the World Trade Organization Government Procurement Agreement (WTO GPA) and the Australia Free Trade Agreement (FTA), making suppliers from these countries eligible to compete. Domestic preference rules, including the Buy American Act, are waived.

The core requirement is the long-term rental of various vehicles, including:

• Two (2) x Four Door Sedans (5 PAX, 2WD, 4x2, Right Hand Drive)
• One (1) x Cargo Van (2WD, 4x2, Right Hand Drive, Diesel or Gasoline Engine Driven)

These vehicles are to be provided in accordance with the attached Statement of Work (SOW).

• The contract will be a Firm Fixed Price type.

• The period of performance for the listed items is 12 months.

• The government may require continued performance under FAR 52.217-8 (Option to Extend Services) for up to 6 months.

• Quotes are due by 07 April 2026 at 2:00 PM Australian Eastern Standard Time (AEST).

• Questions/Requests for Information are due by 01 April 2026 at 2:00 PM AEST.

• Offers must be submitted via email only; faxed or mailed submissions will not be accepted.

• Offers will be evaluated on a best-value basis, considering technical acceptability and lowest price.

• The government intends to award without discussions, so initial offers should represent the best terms.

• Vendors must acknowledge acceptance of the solicitation's terms and conditions or list any exceptions.

• This acquisition is solicited as "Full and Open."

• Suppliers from WTO GPA member countries and FTA partner countries are eligible.

• All deliveries must be Free on Board (FOB) Destination.

• Applicable FAR/DFARS provisions and clauses are included and are the responsibility of the offeror to be familiar with.

• Payment will be made via Government-Wide Purchase Card (GPC), Wide-Area Work Flow (WAWF), or other authorized methods. Inability to process payment via GPC or WAWF may result in ineligibility for award.
