Scope of Work
The contractor will provide all necessary supervision, labor, materials, equipment, tools, transportation, and quality control to fully refurbish the cosmetic appearance and protective coatings of six outdoor, non-flyable replica aircraft. This includes surface preparation, structural reinforcement, corrosion repair, priming, painting, marking reproduction, and application of long-term weather and UV protection. The contractor is responsible for the removal, transport, refurbishment at an off-site location, and reinstallation of the models, including foundations and anchoring systems. Support poles are not within the scope of work.

Key Requirements
Offerors must demonstrate past experience refurbishing outdoor aircraft static display models on a Department of Defense base. Adherence to AFI 84-101, Federal Standard 595C, and ASTM G154 is required. The Project Manager must have experience in composite repair and high-performance exterior coatings, and painters must be experienced with two-part military or marine polyurethane systems. A two (2) year warranty against peeling, cracking, or significant fading is mandatory. All companies must have a completed and current NIST 800-171 Self-Assessment with a score of at least 110 in the Supplier Performance Risk Assessment system, or submit a mitigation plan if the score is below 110. Firms must be registered in SAM.gov.
