Scope of Work

The contractor will provide all necessary supervision, labor, materials, equipment, tools, transportation, and quality control to fully refurbish the cosmetic appearance and protective coatings of six outdoor, non-flyable replica aircraft models. These models are constructed of fiberglass, foam, composite, or light aluminum and are exposed to harsh outdoor conditions. The refurbishment includes:

  • Surface preparation, structural reinforcement, and corrosion repair.
  • Priming, painting, marking reproduction, and application of long-term weather and UV protection.
  • Repair or replacement of missing components to match original condition.
  • Reproduction of all national insignia, squadron tail codes, tail numbers, and special markings.

Work is to be completed by September 30, 2026. The contractor is responsible for the removal, transportation (off-site to their workspace), and reinstallation of the display models, including foundations and anchoring systems.

Key Requirements

  • Demonstrated past experience refurbishing outdoor aircraft static display models on a Department of War base.
  • Adherence to AFI 84-101, Federal Standard 595C, and ASTM G154.
  • Project Manager with experience in composite repair and high-performance exterior coatings.
  • Painters experienced with two-part military or marine polyurethane systems.
  • A two (2) year warranty against peeling, cracking, or significant fading is required.
  • Personnel must complete base-specific safety, environmental, and security training.
  • NIST 800-171 Self-Assessment: A completed and current (not more than three years old) NIST Assessment with a score of at least 110 in the Supplier Performance Risk Assessment system is required. If the score is below 110, a mitigation plan must be submitted.

Submission & Evaluation

Quotes will be evaluated on technical acceptability (compliance with PWS, complete service description, specification sheets/capability statements) and price (fair and reasonable). Award will be made to the responsible offeror with the lowest technically acceptable price.

The entire quotation must be contained in a single email not exceeding 5MB, using only .pdf, .doc, .docx, .xls, or .xlsx attachments. Compressed files (.zip, .exe) are not permitted. All vendors must complete and submit the 'Required Information Sheet' attached to the solicitation.

Firms must be registered in SAM.gov, and their registration must be current, complete, accurate, and updated within the preceding 12 months.
