This document provides responses to vendor inquiries regarding the Combined Synopsis/Solicitation FA8601-26-Q-0023 for the Outdoor Static Model Display.

• Contract Status: This is a new requirement, and there is no incumbent contractor or previous contract number to provide.
• Site Visit: An optional site visit will be held on Thursday, April 2, 2026, at 8:00 AM Eastern Time (ET) to allow vendors to evaluate the current conditions of the static model displays.

Vendors planning to attend the site visit must submit their full name (as it appears on their driver's license), driver's license number, and email address to amanda.hoyng@us.af.mil and tracy.ferrise@us.af.mil no later than Tuesday, March 31, 2026, at 3:00 PM ET.

This document provides a response to an inquiry regarding the Combined Synopsis/Solicitation FA8601-26-Q-0023, Outdoor Static Model Display.

• Question: Is this a brand new contract, or was there an incumbent performing these services? If not brand new, please provide the current/previous contract number.
• Answer: This is a new requirement, and as such, there is no previous contract number to provide.

This clarification confirms that the opportunity is a new requirement and does not have a preceding contract.

Statement of Work (SOW) / Performance Work Statement (PWS)

To refurbish six (6) outdoor static display aircraft models at Wright Patterson Air Force Base to maintain their aesthetic integrity, structural safety, and historical accuracy.

• Provide all necessary supervision, labor, materials, equipment, tools, transportation, and quality control to fully refurbish the cosmetic appearance and protective coatings of outdoor, non-flyable replica aircraft.

• The aircraft models are constructed of fiberglass, foam, composite, or light aluminum and are exposed to harsh outdoor conditions.

• Refurbishment includes surface preparation, structural reinforcement, corrosion repair, priming, painting, marking reproduction, and application of long-term weather and UV protection.

• Repair or replace any missing components to match original condition.

• Reproduce all national insignia, squadron tail codes, tail numbers, and special markings.

• A two (2) year warranty against peeling, cracking, or significant fading is required.

• Personnel must complete base-specific safety, environmental, and security training.

• Conduct an initial condition assessment with high-resolution photography and a written report identifying specific types of degradation (cracking, delamination, fading, chalking, impact damage, bird nesting).

• Period of Performance: Work to be completed by September 30, 2026.

• Place of Performance: Off-site, at the contractor's workspace. Displays will need to be reinstalled after refurbishment.

• Contractor must demonstrate past experience refurbishing outdoor aircraft static display models on a Department of War base.

• Adherence to AFI 84-101, Federal Standard 595C, and ASTM G154 is required.

• Project Manager requires experience in composite repair and high-performance exterior coatings.

• Painters require experience with two-part military or marine polyurethane systems.

• Before, in-progress, and after digital photo package at 25%, 50%, 75%, 100% completion for each model.

• Condition assessment and repair log within 30 days of contract award.

• Paint and material technical data sheets and VOC compliance documentation within 30 days of project completion.

• Final acceptance walk-through with the Contracting Officer's Representative (COR).

Solicitation / RFP / RFQ

This solicitation (FA860126Q0023) is for the procurement of services to refurbish six (6) outdoor static model displays. The work is to be performed at Wright Patterson Air Force Base, specifically outside of Buildings 553 and 556.

• Refurbishment of six (6) outdoor static model displays.

• The work must adhere to the Performance Work Statement (PWS) provided as an attachment.

• Pricing Arrangement: Firm Fixed Price.

• Period of Performance: Delivery Date is 30 Sep 2026.

• Offer Due Date: 15 Apr 2026, 03:00 PM local time.

• Evaluation Factors: The award will be made to the responsible Offeror whose offer is most advantageous to the Government, considering the following factors:

  1. Technical Evaluation: Rated acceptable/unacceptable based on compliance with the PWS, evidenced by a complete description of the supply or service. Specification sheets or capability statements are required.
  2. Price: Determination of a fair and reasonable price based on market research and independent government estimates. The offer with the lowest evaluated price will be selected among those rated "acceptable" for all other factors.

• This acquisition is set aside 100% for Small Business.

• The solicitation incorporates by reference FAR clauses 52.212-1, 52.212-4, 52.212-3, and 52.212-5.

• Payment requests and receiving reports are to be submitted electronically via Wide Area WorkFlow (WAWF).

• The Performance Work Statement (PWS) is attached as document 01.
