Scope of Work
The contractor will provide all necessary supervision, labor, materials, equipment, tools, transportation, and quality control to fully refurbish the cosmetic appearance and protective coatings of six outdoor, non-flyable replica aircraft models. These models, constructed of fiberglass, foam, composite, or light aluminum, are exposed to harsh outdoor conditions. The refurbishment includes surface preparation, structural reinforcement, corrosion repair, priming, painting, marking reproduction, and application of long-term weather and UV protection. Missing components must be repaired or replaced to match original condition, and all national insignia, squadron tail codes, tail numbers, and special markings must be reproduced. The work will be performed off-site at the contractor's workspace, with models reinstalled after refurbishment. A two-year warranty against peeling, cracking, or significant fading is required.

Evaluation & Submission
Award will be made to the responsible offeror submitting the Lowest Price Technically Acceptable (LPTA) quotation. Technical acceptability is based on conformity to requirements and compliance with the Performance Work Statement (PWS), evidenced by a complete service description, specification sheets, or capability statements. Price must be determined fair and reasonable.
Quotes must be submitted electronically to amanda.hoyng@us.af.mil and tracy.ferrise@us.af.mil by April 15, 2026, at 3:00 PM ET. The email subject line must be "FA860126Q0023, Outdoor Model Static Display". Submissions must be a single email not exceeding 5MB, containing only .pdf, .doc, .docx, .xls, or .xlsx attachments (no compressed files). A mandatory "Required Information Sheet" must be completed and submitted.
