The refurbishment includes surface preparation, structural reinforcement, corrosion repair, priming, painting, marking reproduction, and application of long-term weather and UV protection. Missing components must be repaired or replaced to match original condition, and all national insignia, squadron tail codes, tail numbers, and special markings must be reproduced. The work will be performed off-site at the contractor's workspace, with reinstallation required after refurbishment.

  • Mandatory Requirements: Offerors must complete and submit the 'Required Information Sheet' and be actively registered in SAM.gov (updated within the last 12 months). A completed and current NIST 800-171 Self-Assessment (score >= 110 or mitigation plan) in the Supplier Performance Risk Assessment system is also required.
  • Evaluation: Award will be made to the responsible offeror submitting the Lowest Price Technically Acceptable (LPTA) quotation. Technical acceptability is based on conformity to requirements and compliance with the Performance Work Statement (PWS), evidenced by a complete description of services. Price must be determined fair and reasonable.
  • Quote Validity: Offerors must hold prices firm for 60 calendar days from the quote due date.

Special Requirements

Contractors must demonstrate past experience refurbishing outdoor aircraft static display models on a Department of War base. Adherence to AFI 84-101, Federal Standard 595C, and ASTM G154 is required. The Project Manager needs experience in composite repair and high-performance exterior coatings, and painters must have experience with two-part military or marine polyurethane systems. A two-year warranty against peeling, cracking, or significant fading is mandatory.
