Scope of Work
The contractor shall provide Type III home sleep testing devices (disposable or reusable) directly to patients, ensuring 24/7 patient support for device usage and troubleshooting. Devices must have at least 6-7 channels, measuring respiratory effort, airflow, heart rate, oximetry, snore, and actigraphy; WatchPAT devices (PPG or PAT technology) are explicitly non-compliant. The service includes timely mailing, return instructions/packaging, and uploading test results to a secure cloud-based server for physician retrieval. All devices and software must be compatible with the VA's Somnoware system, TRM Approved software, and VA EHR. The VA will perform physician interpretations, so these costs should not be included in proposals. The vendor is responsible for lost or damaged devices.
Contract Details
This is a Firm-Fixed-Price contract with a base year (July 1, 2026 - June 30, 2027) and four one-year option periods. The requirement is for 3,000 HSATs for the base year and 3,000 HSATs for each option year, with an anticipated minimum monthly order volume of 200, experiencing spikes in fall/winter. The place of performance is the Phoenix Veteran Affairs Healthcare System, Phoenix, Arizona.
Eligibility & Submission
This acquisition is a Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offerors must be certified and listed in the SBA certification database and registered in SAM.gov. Proposals, along with all documentation under Section E, acknowledged amendments, a signed clause 852.219-75 (Limitations on Subcontracting) on page 28, VA Form 10091, and a W-9, must be submitted via email to Felicia.Simpson@va.gov by June 15, 2026, at 1:00 PM MST. Evaluation Criteria
Award will be made to the responsible offeror whose proposal represents the best value to the Government, considering both price and non-price factors. Evaluation factors include Technical Approach, Experience, Required Documents, and Price. The Lowest Price Technically Acceptable (LPTA) method will not be used. Emphasis will be placed on ease of use, instructions, contingency plans, and quality testing program components.
